Agreement in a meeting is not a commitment, and you are treating it as one. Nobody disagreed because nobody was asked to do anything specific. End the proposal with a named owner, a date and a next step small enough to start this week, and send that as the summary. If nobody will accept the owner slot, you did not have agreement — you had politeness, and it is better to discover that in the room.
