The problem

HR handed me a non-compete during my exit interview, after my notice period had already been served.

What we told them

You have very little reason to sign it. A restrictive covenant needs consideration — something of value given in exchange — and on your last day there is nothing left for them to give. Ask, in writing, what consideration is being offered. If the answer is "it is standard", decline politely and leave. Do not sign to avoid an awkward twenty minutes; the awkwardness ends today and the clause lasts two years.
